Be Safe Partnership WINS the national prize for 'Reducing Criminal Damage Project'

Problem Oriented PartnershipsOn 9th September 2008 the Be Safe Partnership was awarded the Tilley prize for the 'Reducing Criminal Damage Project'. The award was received on the night by representatives from Greater Manchester Police and Bolton MBC.

We were awarded the Tilley due to our success in reducing criminal damage, by 19% since 2003/4. This was achieved through a number of targeted initiatives which demonstrates Bolton 's best practice in this area. These include:

  • Highly developed and effective partnerships involving all key stakeholders;
  • Excellent use of the SARA process (Scanning, Analysis, Response and Assessment), and a detailed understanding of the locations, offenders and victims of criminal damage as well as the type of offences, methods used, the causes of offending, and a review of previous initiatives / operations;
  • A focus on seven priority neighbourhoods where levels of criminal damage were the greatest;
  • Use of 'stop and account' powers, in recognition that criminal damage correlated with anti-social behaviour, to identify consistent offenders, linking this to immediate enforcement action and longer term rehabilitation measures through youth programmes;
  • Targeted use of anti-social behaviour powers (e.g. imposing ASBOs) to tackle the problems of prolific and persistent offenders involved in criminal damage; 
  •  'Beatsweeps' in a number of our priority neighbourhoods which allowed for concentrated action in defined neighbourhoods within Bolton and removed the visual effects of criminal damage and the opportunity for areas becoming criminal damage hot spots;
  • Situational crime prevention for repeat victims and vulnerable locations including gating, fencing and CCTV.
